Definition/Description

Media’s position in the area of human rights and social justice is complex and at times highly problematical. Media freedom itself is an essential human right. If freedom of expression is absent, few other rights can be fully enjoyed. Yet that freedom may be misused to incite abuses. And in a free marketplace of ideas and ideologies, open access to and easy ability to exchange and publish information will sometimes introduce new tensions by increasing heterogeneity and fomenting often well-justified demands for change.

An "active open media" can promote human rights, development and democracy by informing people of their rights, by encouraging participatory governance, and by increasing transparency and demanding accountability of the broadest range of societal actors. But by commission or omission, media can also help subvert basic liberties by encouraging acquiescence to or active support for human rights violations.
